E-mancipation is managed by Hector McNeill, a development economist and logic designer. Born in 1944 on Portsea Isle, Hampshire he studied at Cambridge and Stanford Universities. Hector is Coordinator of SEEL, the Systems Engineering Economics Laboratory.
He has been involved in voluntary service initiatives for over 40 years. This has included the co-ordination of the European Campaign for Jury Rights (now absorbed by E-mancipation) and assisting volunteers in Central Europe to establish independent NGOs directly managed by very low income minority communities. He is the Secretary General of the European Committee on Romani Emancipation, of which he was a founder member, President of the George Boole Institute and Chairman of the Board of Agence Presse Européenne.
